I'd use 3M spray mounting adhesive, available from any decent stationers. If used according to the instructions, it does exactly what it says on the tin.

If you're looking for the strongest hold that is permanent, nothing beats the old reliable for laminating materials together, rubber cement. Be sure to get the pieces aligned the first time, because with this stuff there is no realignment. and once the surfaces touch it's together for good.

Couldn't agree more Joe, but that's more or less what the 3M adhesive is. The fact it's in an aerosol means it's easy to apply a thin even coat, but for the best possible bond you have to get the timing exactly right. Follow the instructions carefully.

I've used the 3m spray adhesive, but have never had it hold very good. The only thing I use it for now is to hold fiberglass mat in place before applying epoxy. It held material together pretty good for a while, but after a few months to a year it started letting go.
