Yes as said on the written comment it's happen to an English - the owner of the white car and apparently the video maker - but not in UK.
Have a look to the queueing cars on background : right side of the road.

Anyway, prior the white car end up in the ditch, both sides of the road where blocked, no reason to queue up on the wrong side ... As old and wise man you will understand

As we can see the car is not british not only because of rear white licence plate but also left seat driver.
Maybe just a rental car driven by an English somewhere in the world ? Maybe in US according to the tow truck style and the road with two continious yellow lines in middle but white ligns on side.

other location idea ?

What colour are number plates in Norway? They are one of the countries who use yellow lines in the centre of the road to denote opposing traffic direction. It could have been a hire car and thus "local", anybody manage to spot which side the steering wheel was on before it scuttled for cover?

Double yellow centre lines are common in the US, they have the same meaning as double whites in the UK- no crossing at anytime.
