Please can anyony help please?

Hello, i am Sonic and new here so if this in the wrong place, sorry.
But i am trying to find some figures for a new 12" tug boat i am building,
they have to be no more than 32mm high, and as being quite new to boat building don't know what scale it would be as there is no scale on the limited plan i have.
So if anyone could help me, i would be most grateful. Thank you for your time Sonic.

Figures about 32 mm tall would be very roughly 1/60 or 5mm to the foot.  You might get away with 1/48 figures depending on the model. Have a look at George Turner's site:

Ontracks do 1:50 which is probably the nearest scale to what you need,

Preiser is also doing a range of figures scale 1:50.
