Use a lock nut against the prop boss, and make sure the shaft/thread is completely dry before using thread lock.

You could try a nylock nut if you can get it in.

Or wrap some sewing thread around the shaft where the nut is coming to rest area on locking/securing up the prop.

Make sure if your using thread lock it is in its sell by period. As boatmadman says, it needs a good dry oil/grease free area also it may take a little time to go off. straight back into the water won't do. At work we put the job in an oven for 20 minutes to cure, forget the temp we used.

Your are tightening the nut up good enough to lock the prop  also it is R/H threads on the shaft/prop ?

Another thought, is it a one way only boat? Ie a fast electric, cos if it is, change the prop to opposite hand, then as the boat runs it will be trying to tighten the prop.

I use my Mrs "last years colours" nail varnish as thread lock!
It's quite secure but 'snaps' free it it needs to be removed.
