Waverley models sell them, in two sizes I think.  http://www.waverleymodels.co.uk/ The larger 1:48th scale wheels were retailing at £150 the pair last year. Tug Kenny used them in his Waverley model so can probably tell you more about them.

Yes indeed, I have constructed the 1/48 set from Waverley models.

They are fully feathering paddle wheels and require quite a bit of construction.  Colin mentioned a price, but by the time you buy the brass for the blades ( instead of the recommended wood) and 100 or so 8BA nuts and bolts you are looking at £200.

I'm very pleased with them but feel the feathering side is not realy worth the expense if you just want to sail her. If, however, you want a mechanical piece of beauty, them have a go at making them.

Hope this helps

I fryed my brains, some years ago I made the set described and drawn by the late Edger T Westbury, a lot of work, and I have to agree with Kenny, they look good but the feathering side really does not work as you can't scale water, and whem you look they are only moving a few degree's.  ;)

I used the J A C Jones set drawn for the Model Maker Plans Service which certainly work OK. I've heard that in comparitive tests for the Director Class Tug with and without feathering paddles, the latter come out on top but I have no data to support this.

mmmmmmmmmmm - I have purchased a set of the same British maufactured feathering paddle wheels & 1:24 scale  >>:-( >>:-( >>:-( ...however will not use them....they are fastened together with M3 stainless bolts & nuts

M3 bolt multipled x 24 = 72 divided by 25.4 = 2.8" diameter bolt
M3 nut AF =5.46 multipled x 24 = 131 divided by 25.4 = 5" AF nut

Go back to the Edger T Westbury Feathering Wheel Drawings M9 Sheet 2 & you will see for a 1:24 scale these 3 mm diameter fastners & nuts appear to me to be GROSSLY out of scale.....Derek  <*<

K.N.Harris has a set in "Model Stationary And Marine Steam Engines" Page 78 Fig. 29 to compliment his Twin Oscillating Paddle Engine.
