Tyres for boats

Can anyone suggest a soft substance that could be used to make tyres for hanging over the side of model fishing boats?
The ones you can buy are not the size I want and look very plastic.

I purchased a bag of ten from the Warrington Show -- Graupner I recall and very cheap -- surprisingly - at £2.20 per bag, look suberb on my highly weathered 1/24 puffer.
They are softish rubber as oppose to hard black plastic ( which I didn't want because they look nasty and wouldn't "buffer" a knock.).
 I rubbed then over with medium wet and dry to wear down the tread and give the impression of age.
