Rules of the road

Greetings.
I have been looking at a chart discribing lights and signals carried by ships.
Can anyone explain to me how a ship can be 'Not Under Command' but 'Making Way'.
It seems on the face of it a contradiction in terms.

 “vessel not under command” means a vessel which through some exceptional circumstance is unable to manoeuvre as required by these Rules and is therefore unable to keep out of the way of another vessel.

making way, is prop turning  i.e. your under power and moving.

So not under command and making way, prop turning, possibly the rudder knackered or helmsman using the head!

Lighting two red vertical lights, daytime two vertical balls (Which could ultimately be the helmsman's if the captain finds out).

Hazmat has it right on the definition.  And example would be a twin screw vessel with one engine dead.

"Not under command" does not mean the captain stepped off the boat.

Thank you for your reply.
I now get the idea that it is a signal to other vessels that the ship has a technical problem undefined that restricts its normal functions and therefore requires approaching vessels to take the initiative.
Theres always more to things than you might imagine.
