Clean hull with sandpaper and then use silicon, hold bumper on with masking tape until silicon used as adhesive has gone off, usually overnight

hi the best thing ive tried for this kind of thing is actually polycarbonate sealant i had some left over from a consrvatory build and its very good its clear so thats an advantage right there.its also very strong and water proof.ive actually attached the deck of my sail boat using this as well as a pine rubbing strip to it also and its not let go once i just taped the strip in place till the sealant dried.its available at most diy places.much better than normal silicone in my experience and been clear its not vissible if you want a nice neat seal .ive evn used it on a painted surface with success and you cant see it !!.

Be careful as some types of silicon don't stick to the bumper. If you don't want to buy a bloomin' great tube just for a little bumper, Halfords do a windscreen leak repair silicon in a toothpaste sized tube which I KNOW works. It costs a few bob more than the others but I use it for bumpers and sealing around the radio pot (and windscreens I suppose) and every time I use it I have to clear the applicator nozzle which gives a perfect tapered drain bung for free  ;D ;D
