One possible view that a club secretary may take. (only speculation here).

We find someone who is CRB, we get young members, insurance etc. etc.
What happens if the CRB member leaves?
The clubs cacnot afford to employ people to do this.

Also if someone is CRB checked they probably work in this area. Do they really want the respnsibility when not at work? We all need down time.

Setting up a child protection poicy within a club is not that difficult. If you want to do it talk to the vicar/rector at your local anglican church - they are required to have a full policy in place. The only really onerous thing is to gewt the CRB checks done - I was required to provide four items of proof of identiy and address.

alternatively you could just do what our club does. not let any unattended juniors at the lakeside. that way the problem is solved.
