Correct with the power plant, it is a pulse-jet from a "Doodlebug" . It was a WWII Nazi last ditch attempt at a weapon intended to attack shipping, a sort of manned torpedo. Didn't go into production, only one prototype named "Tornado". The twin hulls were floats from Junkers seaplane. It would have been very noisy and pretty hopeless in a rough sea. The red one was a competitor in the aquatic equivalent to the Italian road races like the Mille Miglia and Targa Floria.
