Kort or prop shaft first?

Some advise please. I am busy measuring up to fit a steerable kort and prop shaft to my Eskgarth tug.
I intend using a disc on the prop shaft make the final adjustments. However which one do I drill and put in place first to use as a reference point? I will also have to build up an area at the end of the keel to take the kort support but this should be no problem.

Its normal to drill the holes for the propshaft first.

Put a motor on the end to help ascertain the position and angle of the prop shaft then position the kort.

Do not fix anything till everything is in position.
