Lens cleaning brush with a little rubber bulb that sucks the dust up is a gentle way or blast it off with a can of compressed air.

For dust, if you have not tried to wash it, there are airbrushes and cans of air you can get from computer shops (these may be antistatic).
Or a vacuum cleaner with the small furniture brush may help, but this can knock off small detailing.

However, once you try to wash it you have a film of mud.
This is harder to deal with.

Seriously Tim try soap & water and a very soft brush somewhere outside where surplus water is not a problem.
Preferably need a hose pipe to get rid of the suds before allowing the model to dry!.

I was once given a model that was thick with dust.  I put it in the bath with warm soapy water in it and I used a stiff bristled artist brush of the kind that kids use in school for thier powder paints.  After sloshing loads of warm soapy water all over it I rinsed it off with the shower!

The boat came out spotless but the bath was a mess!
