coating a smooth finished hull

Hello All
   Havent been on here for ages!Off ill from work,so decided to carry on a bit with my tug. While its been stored it has developed cracks in the smoothed out and painted hull.(Planked hull ,with filler smoothed out. ) Lots of threads on here about similar probs,but am thinking about roughing up the paint,and covering with f/g tissue and resin,to create a continuous skin. What do you guys reckon please?

 ps what about using the baby nappy tissue Ive seen mentioned on here previously?
