Yes, it looks chinese/japanese. But it's too small to distinguish the difference...

Possibly health advice in verse form  -

Loosely translated, of course, and it may have lost something in translation.

It is a pipe that is bodged together in a manner that only Chinese peasants seem to find acceptable.

The script is Chinese, but these not 'Simplified Chinese' characters. As such it could be Hong Kong or Macau (perhaps parts of Guangdong) of any date up to the present.
Or it could be from mainland China before (and for some lower educated after)  Simplified Chinese was adopted in the 1950s and 60s.

The inscription is probably a poem, only a few characters can be made out, one of them being 'moon', another 'sky/heaven'. But a poem on a pipe is common.

Thanks a lot Guys  :-)) I will try to dig a bit deeper  ok2 Will take bigger pictures & show them to a few take away staff ect. As there is a lot more engravings i have found hidden away on it  :-)
