JB Weld is a VERY good glue but it hardens so will not stick rubber or soft plastic.  It is (in my opinion) a better substitute for Alardite.
A glue that might work is Hafixs which I saw at a show. I bought a bottle (expensive) and have so far only used it once on vinyl which it stuck! It's a sort of cyano but doesn't crack so easily. Have a read of the website.  It's made in London.

The glue used in inflatable dinghy repair kits might do the job or perhaps bicycle repair rubber solution. or even the hot melt stuff they use in glue guns which stays flexible. I suspect that the decoy ducks are made of something like polyethylene which is notoriously difficult to bond to. You'll have more luck with a flexible glue anyway.
