When does a Dinghy become a Lifeboat

I am looking for plans to the Titanic's lifeboats. The picture below is of boat 14 which was the only lifeboat to return looking for survivors.

I saw this one complete, for sale at quite an extortionate price,  and fancy scratch building an R/C version with moving oars.

As long as I can get detailed information of this type of dinghy I can scale the drawings to match around 1:12 scale.

The Titanic Research and Modelling Assoc is always good for info.  There was this post about Titanic's 30ft Lifeboats.
