IC was not really an option here.
We live in a gated community with a 14 acre lake. Its a beautiful lake to sail any type of boat on.
Just imagine having 14 acres of water to play on and absolutely no competition !
I can have a boat, but not with an IC engine on it.
Its a "Senior Community" here, 55  and over and IC engines have been deemed a "noise nuisance".

You can produce a reasonably quiet IC boat but you do need very effective silencers (muffler?), maybe ever two or three stage silencers but it's not impossible. So-Mo-So used to make very good silencers, are they still about?

...and you can design really noisy electric motor boats.

A thought experiment might involve making a quiet IC boat, a high-rev electric racer, sailing them both in front of the residents association and then pitching for a rule that forbade boats (and behaviour) based on the noise levels and other disturbances that they produced, rather than their types.

If they don't go for it - start an electric hydroplane competition. Airscrew-driven....
