Maybe YMCA but what is the object in black :o :}.   The red border is used on flag of serving  U.S. military family member but has a star or similar in centre.  Is that a torpedo or an airship I wonder ? {:-{

The subs flew a metal plate whereas surface vessels flew a proper flag

suggests to me that this is a stylised icon and
is then perhaps commercial. I think it is / might
be associated with a company or even its registered
trade mark. Hopefully not a Mongolian beer Co.

So maybe that - but maybe you are even more cunning and it is
hinting at The Adventures of Rin Tin Tin, an American series also
on TV? There was nothing stylised about the latter though - so
for me it's back to Hergé'sTintin ..................but I don't recall
any flags at all.  {:-{

So I'll guess at the copyright owners Houseflag and search further

You were nearly there Grey Lips, the Tin Tin clue sent me to the Khemed`s maritime police HQ  %% {-).   I did think it might be an anchor and that the link to the Red Sea was the Suez Canal , wrong track. The Herge hints gave it away .

Beaten by four minutes, somehow I got into listening to "Smoke on the water" instead of posting........ Still sitting, rocking, playing air guitar, drums and keyboard with the daughter seems somehow healthier and more meaningful....
