  in the dry dock today was mounts bay she was flying a red and white stripped flag and tied up to the  the jetty was lyme bay and another one  of the same  type but could not see the name and the customs ship was just coming up to anchor  so thats the navy all in dock

Pilot flag is half white half red not striped.
Could be duty watch is port watch.

Sounds like the international code pennant. "Interco".  This indicates that any other flag signals being shown are in the international code and not Naval code which is quite different.
