When Chrome started a few years ago now it was fast, IE was sluggish by any standard. As time has gone on, Chrome has started to grow bloated and hogs resources, slowing itself down progressively as the session goes on. The newest IE seems faster overall.
I run a program called mimarsinan rubber ducky - daft name but a really handy meter that lets me see when things are getting too busy, and Chrome is almost invariably the culprit. I also try to keep the programs that run at startup in check - 80-90% of them are totally unwanted until they are actually needed, and only serve to slow down the system.
Then theres malware scanning, registry cleaning and system drive defragging plus the disc cleaner utility (and especially the "advanced" option) that MS chuck in. Windows operates by making an untidy mess, but being very good at keeping track of where it dumped the bits. Keeping track of the mess does use resources, so leaving the drive messy slows the system, cleaning and tidying gives you much of the performance back.
