If you use a right angled square with a piece taped on at 45 degrees resting against the circumference of the doweling then the lines drawn across will bisect the centre line....................... hopefully.

Put it in a drill and put a blade or cutting edge to it if you hold it firmly, you'll get an idea of the centre.
Another way: say you have 10mm dowel. If you get a 5mm piece of wood, lay the wood flat and then hold the dowel to the side of the wood, then draw alog the top of the wood to mark the dowel. Spin dowel and put 3 lines across the end of the dowel. They should intersect the centre.

There is a purpose made tool for this job do the Google thing it could throw up Axminster tools ,also just draw the required circle dia with a pair of compasses you will then have all the info to find the Centre,then transfer them to the work piece .There is another way use a right angle square and a 45deg set square set it up so the 45deg by sects the right angle .these all worked for me .Ahh I see Tug Kenny has beaten me to last way I tried to show.

has the exact answer, quick accurate and no cost what so ever.
only addition I can make is, for accuracy, use a craft knife to make the marks rather than a pencil.........much thinner lines, giving greater pinpointed marks.
