English steam tugs - superstructure design

I have been googling steam tugs of the same vintage as the real "Blazer"- understanding that the model is NOT based on that ship. I am considering changing the superstructure design and am looking for ideas.

A common theme is to have a white-painted solid fairing from the gunwale to the bridge deck, either straight or curved in section and finished with curved ends.

Was there a particular reason - or was this just fashion?
