A fully charged 3s lipo should read 12.6volts (or 3x4.2volts - 4.2volts being the max per cell charge for a lipo)
So give your new battery a charge.
What rating at? 2200mah or 2.2amp maximum @ 3s - unless it specifically says otherwise, the max recommended charging rate of a lipo is 1c, with 1c being the amperage of your battery, in this case 2.2amp.
The absolute lowest per cell voltage that you should allow a lipo cell to get to is 3volts/cell (ie 9volts all up on a 3s battery) though I prefer to stop at the 3.3volt/cell mark (at or just under 10volts).
I almost always balance charge my batteries, and have not lost any to charging issues over the last 4 years or so.
