Pressing 9 to opt out does not stop the same
company repeating the calls.

Pressing 9, rather than delisting your line, probably only tells them that you are there to respond, and, according to their demented logic, still a potential
victim customer. Assuming your phone is TPS registered, best bet is to persistently file reports with the ICO -
http://ico.org.uk/concerns - it does take time for them to react, but I suspect that the guy in the office has to "prioritize", or just go for the biggest pile of complaints.
The most persistent annoyance for me at the moment is some lying lump trying to flog me a new boiler. Says "government approved" and "UK based", but lacks an opt out code and 1471-ing the caller returns a US code, probably with an incomplete number.
