Has the pvc still got its shiny surface? have you spilled the glue on the shiny surface? If so your luck could be in. Take a steel rule or other metal imlement that has a nice clean but blunt edge- like the end of a steel rule. It has to be blunt not a blade edge. Place the blunt edge against your blob of glue as though you were using a chisel. Then tap the other end of the rule with a heavier object.
The glue won't bond to the surface, its too shiny for it to 'grip' so will tap loose. If the surface has been roughened then a debonder will be needed. however these are all based around solvents so will also eat into your substrate as well.
