How to make rubber tyre fender?

Hi guys,
I would like to make my own fender tyres for model boats. Well my interest would be 1/48 in scale, but the question is more generic: what would be the best approach for making them?

If you have one already then its a question of making a two part silicone mould and then casting them in resin. Tomake them from scratch is a whole new ballgame!

Assuming I have a master model, a two parts silicon mold will be fine, but I want rubber tyres, not resin.

Can't you work the other way round and make a hard plaster mould and create silicone tyres?
Plaster of Paris and black silicone left to cure for a couple of days.

You can get rubberised casting resins which set to give a hard rubber material.
