Cant believe the port tug skipper was so stupid with such a short tow line, didnt seem to damage the hull though

The portside tug didn't have a line attached as far as I could see, he was just pushing the bow round to bring the ship parallel with the river. He would have ben told where it was OK to push on the hull.
