Hi Howard I use a Dremel to cut out all water ports, you can buy different size cutting discs

Mark them with masking tape, drill the centre out then file by hand

You could make a metal fence/template for the square holes, as there are a lot of them to open up, then do as Tom says. OTW supply photoetched templates with some of their models for opening up slots e.g. their Type VII and Surcouf are two that come to mind.

Recommend diamond coated and/or permagrit files, they hold an edge much better against the GRP.

A agree with the Permagrit option, very good tools for this sort of work. On the subject of the guide for cutting the holes, many (many!) years ago I obtained a Darnell Type 21 from one of our members. He had started to super detail it and had manufactured guides for cutting the deck slots out. He had used old hacksaw blade pieces, epoxied together in the appropriate pattern to hack the holes correctly...never used it though, but he was a very talented submarine builder so I have no doubt it would have been successful in use.
