A good quality medium to low viscosity Cyano with an accelerator (or kicker) to encourage it to cure. Don't use the accelerator first. Apply the cyano with a cocktail stick or similar, chasing it around the edge of the photoetch. Allow the cyano to wick between the hull and photoetch. Once that has taken, zap it with a small blast of accelerator. You could also backfill on the inside of the hole with more cyano once the parts are bonded on.
