Blooming paint

Damn the weather......up until today it was sunny and warm....today cloudy and at 20 degrees C in the shed. And to cap it all, it has started to rain.

I painted the red oxide primer on the base of my daughters boat, two coats...all fine. light wet and dry (dry) with 1200 between coats.
I then spray Halfords clear satin lacquer over the red, to seal and look good, to like anti fouling......and the clear has bloomed....started to go milky..

Question, can I save it?or am I down to cut back and respray in warmer conditions? {:-{

sounds like it's been humid while spraying & you've trapped water vapour or it's reacted with the red oxide . . . .
I cant make Halfords paint do what I want it to, yet some folk swear by it . . .
