My paint won't dry!

I really find this odd. I am practicing making sea for a miniature and bought some fresh Humbrol paints to do the job. I prepared some Plasticine, which I painted in a Liberon base coat, before applying a light gloss blue, which was well stirred before applying. Whilst still wet, I applied some Humbrol gloss dark blue, followed by a little gloss white. Happy with the result, I put it on one side to dry, but 24 hours later and it refuses to play the game. It is still very sticky.
This morning I tried again, only this time, on to put of the base coat, I only applied the light blue, again after stirring well. 10 hours later and it has not dried at all.
Any ideas what I am doing wrong? I did consider whether the base coat was not the right one, but can't really see that stopping the paint from drying?

This may be related, I found, very quickly, that enamel paints and vinyl kits ( monsters and the like!) don't mix. The enamels maintain a tacky finish and don't fully set. I suspect the Plasticine base is causing a similar problem. Use cheap acrylic paints, sold in those Wilco type stores ( El Wilco if you like!), for art and crafts. Usually in a squeezy tube like toothpaste. I have used these for water effects before, very effective and economical.

 Was the 'Liberon' base coat that you applied over the Plasticine perfectly dry to the touch before you applied the light blue? I think that the solvents in 'Liberon' are naptha based which might interfere with the drying of the Humbrol, also Plasticine itself can interfere with paint drying as the paint dries it leaches the liquid from it (lanolin and petroleum jelly)
    Try some test pieces first to prove compatability of differing materials. Water based materials would probably be better over Plasticine.

Thank s for the replies guys. The base coat was totally dry and is of the quick drying variety. Earlier this evening I tried putting a spot directly on the Plasticine and also directly on a piece of scrap wood. The wood is totally dry already, but the rest......no.
Would a gloss primer work on the Plasticine or will I still have the same problem? If so, I may try some wood glue on it with crepe paper over the top to,give me the right type of surface.....What do you think?

 From your tests I would say that the plasticine IS the problem, so why not shape your 'sea' from that easy to form material and then brush a thin layer of plaster over the plasticine, allow that to dry and this plaster surface will take any paint you wish without problems.

Why not just use plaster or filler as the base

Another idea is a coat of shellac/french polish over the Plasticine

You may need to find a base coat that will dry over oily surfaces. Plasticine is made with petroleum jelly and fatty acids.
I suspect that even if you coat it with plaster/paper, the oils will leach through and cause the same problem.

As shellac is alchol based, it may be a suitable option.

Just a thought.

SUCCESS!
I triedthe plaster and that failed, but a simple coat of white PVA glue worked a treat. It also smoothed the surface a little, which should give a slightly rolloing smooth sea effect when finished. I did use up most of my Plasticine though trying out the various methods......

Salvage the Plasticine by scraping/ cutting off the spoit paint and balling up again. Another base you could use is the Air Drying clays for modelling Once dried out  it will take anything
