Any tips on the best neutraliser? I just stripped my hull back and I want to make sure I don't have any more problems with the paint

I have used a version of this. It prevented reactions with any remaining under colours left, prior to putting on a top coat. It says that it does not need to be rubbed down before top coating. The stuff I used actively discouraged rubbing it down before applying the top coat.
