Too big?

Anyone got ideas what this could be for? I can't imagine the size of the chain or what it would be holding, I've never seen a shackle this big before...

Would a small forklift like that be able to lift a steel shackle that size, or is it a marketing prop?
That model is listed as 3200kg lift.

It isn't actually lifting it off the ground... I can lift a tractor tyre upright no problem but I am not strong enough to lift it off the ground completely...

It all depends on what the shackle is made of - could be polystyrene for company display piece. %)
