Anyone know if a homeowner can claim for damages caused by an ambulance crew on a call?

short answer yes. emergency crews are responsible for all actions they undertake, being on call does not make them above the law

 but they might be insured by the CROWN I was rear ended by a  Private ambulance car  was the devils own getting them to pay

The emergency services carry the same insurance cover as other road users and you make your claim in exactly the same way as against anyone else.

Just claim through your own insurer, who will sort it out.

Whether you are to blame, or not, now a days virtually all insurers increase the next premium anyway.
