Yes, lots of people. Carvel, clinker, double diagonal, you name it.
 Plenty in our club, plenty in the masterclass section.

About a year ago I acquired from the Website a plank on frame Amsterdam Tug, which I have just started. In fact the next stage is planking the hull.  My last model was a plank on frame American Scout Freighter.  Both of these I must admit were acquired second hand. I don't expect there are many new plank on frame kits available for motorised use these days. I started plank on frame in 1978 with square static riggers but gave them up in about 1995 due to Open University work and lack of space to display them.

With inspiration from Bluebird, I've just completed the hull for a 1/12 scale Whaleback (63").  See his Masterclass.  It's a hard chine design, double diagonal planked, limewood inner layer, mahogany outer. Not the fastest way to build a hull but incredibly rewarding. If I could find the way to reduce a .jpg file size from 2Mb to less than 500Kb I would post photos!
Planking gives great flexibility of hull shape because it allows a compound curve to be built in, unlike ply sheeting; plus of course a lot of the 1/1 scale boats were and are made this way. One drawback - unless you can cut your own planks, it is quite an expensive technique. I've thought of another too - the outer skin has to be held in place with pins while the glue dries. The end of my thumb is now in quite a state after pushing in something like 3000 pins.

From the west side of The Pond, a quick Google search shows that the Midwest Jim Wilder II tug is still available at a few sites.  As is the Dumas CG36500.  I have built both of these plank-on-frame kits.  Nice kits, nice boats.
