My tramp steamer (link in the signature line) was built entirely of balsa with hull plating done in card. All I did with that was to coat it with Ronson's Woodseal for dryrot treatment, I only used this because it soaks in and adds a chemical stiffener to the balsa and card, making them much stiffer, the added benefit is that its also a waterproofer. Then primed and painted it with Plasticote enamel spray paint. Its still looking good after a couple years but admittedly not been in the water very much.

I used the sanding sealer and paint method on a tug superstructure, that was removable and it lasted several years. It was finally replaced with plastic because of wear and tear not water damage.

Glynn Guest swears by card for his model boats and uses two or more coats of thinned dope and then thicker coats with sanding in between. You can get non shrinking dope from good modelling suppliers. Sanding sealer and Woodseal also sound like excellent ideas for you to try.

Brushing epoxy will soak into the card surface to give a hard shell. Adding some microballoons will give an easily sanded surface that is perfect for painting.
