Hi Charlie
Perhaps bolt it to a bigger sheet of ply or steel that will be easier to clamp to your bench? Or maybe with a bigger footprint it will be stable enough

a few coach screws would do the  job if you cant drill right through, though my drill this size isnt screwed down, so can be pushed to the back of the bench when not needed

just a thought, could you place the hammer in threaded inserts into the bench top, then when needed you can bolt the drill into the inserts, and then they could also be used for your scroll saw
or maybe the furniture ones that go into a hole at right angles, drilled in from the edge of the bench

I don't want to drill holes through the bench - i don't want the drill to be permanently mounted there.

I would make a base board to fix to the tool permanently. Either from one thick board or two thin boards glued together.

Bore a hole for the bolts in line with the holes in the base of the tool, in one board
Bore corresponding larger holes to allow the head of the bolt to be recessed into the second board.
Use inverted bolts to fix the tool to the base board.
The wooden base board should be wider than the tool base on at least two sides. This can then be used as a surface for clamping to the workbench.

For a VERY simple drill press table, look no further than http://www.woodsmithtips.com/2018/06/28/drill-press-table-2/
I based my drill press table on this pattern, tweaked it to fit my smaller drill.

I wish I had made one yonks ago. I no longer use my small drill press vice.

It is a good way to fix lots of things down to a bench. I use it for my metalworking vice, I have also seen it used for bench grinders, polishing machines, bench sanders and more.
