That's rather a wide open question!

Depends a lot on the size and type of boat and the circumstances but basically you glue it through the hull!

If you buy a kit then the appropriate instructions will usually be given. That is a very good introduction to the hobby.

As you are new to the hobby a good idea would be to read up on the type of models that interest you. There are plenty of books available, here are a couple of suppliers:
https://www.cornwallmodelboats.co.uk/acatalog/marine_modelling_books.html
https://www.model-dockyard.com/acatalog/Marine_Modelling_Magazine.html
That way you will get a basic overview of the subject and techniques which will answer most of your questions and you can ask for specific help on here. Both the suppliers above offer an extensive range of kits.

Very, very basically, the shaft lives inside a tube (or "stuffing box" if you live in the US or read their literature) which usually has a bearing each end.  The tube seals to the hull by having a generous fillet of glue holding it in place and sealing where it passes through the hull.  If the tube is properly lubricated, the close fit of the bearings and the lube between them keep the water out.  To stop it waggling about, the tube usually has extra supports.

Gentlemen,
Thank you for your help I have been given a set of plans for a steam launch so have kind of jumped /fell in at the deep end. Being an engineer by trade the steam side will not be to much of a problem, however I will certainly be purchasing a couple of the titles listed.

Thanks
