Can I use An 80v speed controller with my existing 60v?

Do you mean 80A, by any chance? If so then yes, you can. Speed controllers are generally rated by the continuous current they can carry in Amps*, not the voltage.
*Excluding some made in China which seem to post the 'burst' (maximum value for one second) current.
