The system uses a pinch plunger and ball bearing to crush the silicone tube closed , the servo has a cam carved from a standard servo disc, full transmitter lever one way activates the water pump via a micro switch at the same time the pinch pressure is removed from the plunger , releasing the lever restores pinch pressure , it is possible that cam disc is worn or the silicon tube has worn , the tube runs through a cross drilled plastic block containing a plunger , tube and ball bearing , sometimes water will be retained in the ballast tank , blow into the tank via the silicone tube , this increases the air pressure in the tank and forces out any remaining water , hope this helps
