Tug mast lights

A quick query. 3 lights. Is the top one the mast head light that is on with the 3 nav lights? Then the two below are switched on depending on the length of the tow? If I’m right about that then which of the two towing lights is switched on if it’s only a short vessel being towed? And aren’t the two towing lights white?

I would imagine there are more than a few threads on Nav lights.
The lamp on the very top of the mast, like on the end of the post, is the anchor light.
The highest lamp on the front of the mast is the navigation lamp, then there are two below to indicate length of tow.
