Battery Charger Test

Good afternoon.I have been experiencing problems with my charger, in that if I set it to "cycle" it only takes a couple of seconds for it to read discharge done, before it goes into a charge cycle, same with charge first, then discharge.  It only runs for a couple of seconds before it reads charge complete as well.
Any ideas on how to test it?Thank you.

Check the battery with a meter, see what happens with a dumb charger. 
A dud battery is the prime choice for showing a very fast discharge, and a very sudden return to full voltage.
Smart chargers are only programmed to work with good batteries, anything else, they go into porky mode.
