Looks like a smoke unit for RC tanks and armor.
There should be a rotary air pump attached to one of the tubes.
Maybe Henlong, or one of the other model tank manufacturers has more info.

To my opinion, I would say that this tug is the kit "JAN" of ex manufacture Robbe.

Yes Umi it does have an air pump.
Thank you rhavrane it does look like that model, I had estimated about 1/25 scale from the size of the doors.
