I do not know if it helps but am looking at the moment of WW1 Sydney firing her aft 6" gun and it looks like bare wooden decks as does the view from the mast of WW1 Melbourne decks look like bare wooden decks. I should imagine with enlarged wartime crews and officers schooled in the old Edwardian navy, the vessels would be kept as much as possible clean and cleaning decks keep idle hands busy.
