In the link. There is a guy in America who made the Preston stern wheeler. She has 3 rudders before the stern wheel and two aft. So 5 rudder blades in total. Page 25 has some good photos. That might be something for you to look in to.

An amazing build, far beyond my poor capabilities but does give me something to aim for.
Plus some good ideas on the build itself.
