Just bought one of these cheap little tugs. For sub £30 it’s brilliant! It’s a tiny little thing and I’d like to put a better esc in as the current one is pretty much on or off, so what’s a good small esc to put in? I’d need to put a new radio system in there too, I’ve heard dumbo rc’s from bangood are very good so might get one of those, just unsure on the esc to get

Comparing two telling youtube videos may suggest a first step.

Perhaps try 3.0 volt or try running the battery down a bit or change to a higher volt motor(s) or put in a dropper resistor to see if it improves handling.
 I don't think for a second that the average user will put a figure to the lowest throttle the supplied R.C. can give.
Most would chuck it in the water and use their eyes and ears. The problem with that is you could miss if the present esc starts at 10% and half the problem is too much voltage & power masks the proportionality of the kit esc in video number 1.
