It's a paint scraper.  The notched side is for getting started, to get some bite, so the straight edge has something to grab.

You can find millennials listing these on etsy and ebay as valuable "vintage" Boomer tools and a search will show it along side prehistoric flint scrapers

Dad's was used on wallpaper - mostly by me under duress  >:-o
