John Drain' Pt Boat is quite an intersting site. and he mentions free plans just no detail (you may have to pay for that), used to be for a small donation but I think that has stopped but does require some details.

I'm sure I have seen this site on here but can not find the link so here is the site address. www.pt-boat.com

Hope this Helps

I downloaded the plans from John Drain's site about 3 years ago. I seem to remember that they were in dxf format. I was able to load them into Autosketch and scaled them to 1/24 scale.

I have attached a photo of the end result.

I have the actual Elco builder's plans ,however, the original frame drawings are missing/unavailable. These are very large sheets. The plans from John Lambert are the best bet.
It can be confusing because the term PT Boat refers to two seperate designs which were mass produced in the USA, namely, the 78' Higgins and the 80' Elco. These two 'PT' boats were quite different designs and the Elco was built in larger numbers.
Often U.S. forces personnel talk of the Higgins boat and actually mean/refer to the small plywood landing craft which was used in large numbers to ferry troops onto hostile beaches both on D Day and during the Pacific campaigns designed and also built by Higgins.

Longshanks is absolutely correct.  :-)) I've just received PT 596 Elco 80 plans (3 sheets) drawn at 1:32 from 'John Lambert Plans' and they really are excellent.
