low voltage speed controller needed

hi, would a 15A mtroniks speed controller work with a 1.5-3v motor if i use a 3v battery?

No. According to their website, a 6v minimum supply is required for all of their speed controllers.
I do, however, know of a different brand which will operate down to 2v................in 2A, 5A, 10A and 20A versions, too.
