Triumph 800, hELP nEEDED

I recently bid and won one of these on ebay (Aust), I have a question
on page 8 of manual , there is a drawing of the mast components , item H2, does this piece have to be glued to the mast as at present it floats up and down , I know it has a bowsie for adjustment , but do not understand its purpose , can any body with a boat the same help , also have split end of mast where they join together ,
